The Express Entry (EE) requires candidates to meet the basic conditions of any stream first.
The IRCC will announce the minimum CRS invitation line (minimum score) every month. After the applicant’s score exceeds the minimum invitation line, a formal immigration application can be submitted. After the materials are approved by the IRCC, the immigration is successful.

IRCC does not check which stream you are using. As long as candidate is in the pool of any streams, and the CRS score exceeds the the innovation line (minimum score) for that month, the candidate is eligible to submit immigration application to IRCC.
